1. Apart from being the oldest Civil

Servant in Hong Kong, I am, if not

the greatest, certainly one of the greatest writers on

legal matters in the whole Civil Service,

by any last appointment made in the

Judicial Branch, by which a very junior Officer to myself is placed over me, is seen by the

recent appointment of P. Phanton to the

Bench in the Straits Settlements,

an appointment for which he was recommended 7 years ago by the then

Attorney General, Carrington, if

I recall correctly.

I mention this in the hope of obtaining compensation hereafter. While

I was working hard night and day

in the Straits, and had besides qualified in Malay,

both written and colloquial, passing

the best examinations, he was merely an

assistant in a legal firm

of practitioners in Singapore. Contrast our

relative positions and

his present easy appointment and mine!

Contrast his work and

mine, and the gross injustice of my

treatment by the authorities.

1. Undoubtedly my present position is due to

such treatment. Had the class

of work under which I have unfortunately been

employed been of a different stamp

and of a more exacting and

exemplary nature, the neglect of

my work would have been brought to

the Government's consideration, and

my exceptional work in

doing good and lasting

work would have been recognised,

and I should have met with the

treatment which is at least

accorded to every Government

servant for merely honestly and faithfully

carrying out his ordinary

duties. But I have done

much more than this.
